National security adviser hits the nail on the head, sort of
This comment on 9/7/07 to CNN by National Security Adviser Fran Townsend was a reaction to word that a new Bin Laden video was imminent, but it could easily apply to the Bush administration's method of promoting the "war on terror":
"I just think people have got to be clear that we're being manipulated every time that they issue a statement, because they're trying to use the media as a way to terrorize us," she said. "After all, we haven't seen an attack, and this is one way that they try to terrorize the American people."
